Function:		<=
Description:		<= is a operator for elementwise comparison of arrays (smaller or equal). If the condition is false 0 is returned, otherwise 1.

Usage:	`z = y <= x`
Input:
	`x`	array
	`y`	array
Output:
	`z`	array

Note:

The operator <= is equivalent to .<=

Example:

#(3,4) <= #(3,2) #(3,4) .<= #(3,4) x = #(1/0, -1/0, NaN, 0) x <= x'
