Function:		<>
Description:		<> compares elementwise. If the elements are not equal 1 is returned otherwise 0.

Usage:	`z = y <> x`
Input:
	`x`	array
	`y`	array
Output:
	`z`	array

Note:

The operator <> is equivalent to .<> and !=.

Example:

#(3,4) != #(3,2) #(3,4) <> #(3,4) x = #(1/0, -1/0, NaN, 0) x <> x'
